Twila Norris is the founder and driving force behind Central Notary Services, proudly serving clients throughout Cleveland and surrounding communities. With a strong foundation in business analysis, community development, and client-focused service, Twila brings professionalism, precision, and integrity to every notarization.

 

As a certified signing agent through the National Notary Association, Twila specializes in mobile notary services, loan signings, and legal document notarization. She is also an authorized agent for the Ohio Bureau of Motor Vehicles, assisting clients with title transfers and concierge-level document services. Since launching Central Notary Services in 2019, she has built a reputation for reliability, flexibility, and attention to detail.

 

Twila holds a Bachelor of Business Administration in Business Analysis from American Public University and has additional academic training in business management and public administration from Cuyahoga Community College. Her educational background, combined with her expertise in project management, strategic planning, and policy development, allows her to deliver efficient and accurate services tailored to each client’s needs.

 

Beyond her work in notary services, Twila is a dedicated community leader and entrepreneur. As the Founder and CEO of a Cleveland-based youth economic and social service organization, she has spent years developing programs that connect residents, businesses, and youth to opportunities in workforce development and mentorship. Her work has strengthened community relationships and created pathways for sustainable growth.

 

Twila’s professional experience also includes leadership roles in adult day care services, nonprofit management, and workforce development initiatives. She is known for her strong communication skills, ethical standards, and ability to handle sensitive information with discretion and care.

 

Deeply rooted in service, Twila is actively involved in local organizations and advisory boards, continuing her commitment to uplifting the Northeast Ohio community.
